Chief Engineering Principal (B.S. in Civil Engineering, Colorado
State University) for Dava and Associates
Inc. since 1986, in charge of civil engineering design, supervision, coordination and management of projects
from preliminary to final plats and site plans. In addition
to engineering and planning evaluations, roadway design), and drainage analysis, Mr. Bowers also serves as
Town Engineer for the Town of Prescott Valley, Gordon’s recent engineering projects include: completion of
plans and specifications for SR-89A Realignment (Airport Connector); SR-89A Widening Design Concept Report;
analysis and design of an SR-286 bridge structure for Pozo Hondo Wash in Pima County and the County 19th
intersection with SR-95 in Yuma County for the Arizona Department of Transportation (ADOT), and many subdivision
plats such as the Golf Links in Prescott, a project which required drainage analysis and revision of a FEMA
floodplain; Granite Oaks, Royal Oaks and Inscription Canyon Ranch, Yavapai Hills, Viewpoint, Cliff Rose, Forest
Trails, Chaparral Hills and Prescott Air Park Industrial Subdivision.

DAVA Z. HOFFMAN Principal Planner for City, Town and County
Planning and Master Land Planning, Mrs. Hoffman is Project Manager for Municipal and County General Plan
preparations. With 30 years experience in the planning and engineering fields, Mrs. Hoffman is the co-founder
of Dava & Associates, Inc., a land planning and civil engineering firm. She opened the Prescott firm in
early 1981 after serving in executive management positions in both private and public sector planning
agencies.
Mrs. Hoffman moved to Prescott in 1976 to
become the City's Planning and Zoning Director. Prior to that Mrs. Hoffman worked as a City Planner with the City
of Tempe for four years, after receiving her Bachelor of Design and Master of Arts degrees from the University of
Florida and Arizona State University, respectively. Mrs. Hoffman's specialties include comprehensive and
masterplanning for cities, counties and state agencies, as well as land planning for the private sector. Services
provided by Mrs. Hoffman encompass municipal and county General Plans for Yavapai County, Prescott Valley,
Tolleson, Wickenburg, Prescott, Chino Valley, Dewey-Humboldt Community, Lake Havasu City, St. Johns and Payson, as
well as , various regional studies such as the Pima County Signal Peak/I-10 Corridor, Lower Oak Creek State Park,
Deer Valley State Trust Lands Development Feasibility Study, and Yavapai County Cultural Needs and Resource
Assessment.
Downtown studies include those for the Cities
of Phoenix and Prescott, and the Mesa Town Center Zoning Districts and Design Compatibility Standards. Other
services include feasibility land use, annexation and zoning studies. Ms. Hoffman has authored, updated or amended
many zoning ordinances, including those for the Cities of Tempe, Mesa, Tolleson, and Prescott, and for the Towns of
Prescott Valley, Wickenburg, Springerville, Guadalupe, and for the Yavapai-Prescott Indian Tribe. Other
professional responsibilities involve providing planning consulting services to many small towns and private
developers in northern and central Arizona.
Mrs. Hoffman’s planning projects have received
professional recognition including the Arizona Planning Association Award for Best General Plan for the Town of
Prescott Valley and both, the Arizona and the American Planning Association Masterplan Awards for the Lower Oak
Creek State Park Plan for the State of Arizona. She received a Presidential Citation for the Arizona Planning
Conference in 1993. For Mrs. Hoffman’s involvement in Yavapai County community organizations including chairing the
Prescott Water Conservation Committee, Prescott Ad Hoc Affordable Housing Committee, Prescott Downtown Partnership
Board, Prescott Valley and Prescott Chambers of Commerce, the 2020 Forum, Prescott and Kingman Town Halls, and the
Prescott Area Leadership which presented her Outstanding Leadership Award in 1995. Ms. Hoffman supports other
community organizations, such as the Central Yavapai Boys and Girls Club and Tri-City Area arts associations, as
well as providing professional membership services and presentations Statewide in the Arizona Planning Association
and Urban Land Institute.

THOMAS G. CALLAHAN, R.L.S. is Chief Of Surveys and has been
with Dava & Associates, Inc., since 1987.
Mr. Callahan is responsible for legal research and resolution of boundary problems in completion of property
surveys; computation, coordination and scheduling of construction staking activities; and responsible for two-
and three-men survey crews involved in the measurement of land for the determination of boundaries, and for
computations and survey control for construction activities. Recent projects include design and right-of-way
surveys for SR89A Realignment (Airport Connector), SR89A Widening Design Concept Report, Pioneer Parkway, and Willow Creek Road for
YavapaiCounty and ADOT. Prior
experiences of Mr. Callahan include City of Prescott Engineering
Technician responsibilities for all City engineering surveys, including locating boundaries,
rights-of-way, and easements; and performed search of public and private records. Tom also performed
professional survey work in the Phoenix area and other Arizona cities where he was responsible for two-
and three-men crews involved with surveys of boundaries, structures, land features, and computations;
responsible for construction staking surveys for infrastructure; subdivision development, for establishing
boundaries, corners, easements and rights-of-way; and construction staking of utilities and
roadways.

Bob Fister is Secretary/Treasurer of
Dava & Associates and has full responsibility for drafting/graphics standards and production of all plans,
graphics and exhibits, including regional area presentation mapping. In 1985, Dava & Associates pioneered the
use of the computer-aided design and drafting program (AutoCADD) in the Prescott area. Mr. Fister had full responsibility for the operation and staff training on
the AutoCADD system, and has written programs and developed office procedures which optimize the interfacing and
coordination of various sources of electronic data and in-house computer systems. Since joining Dava &
Associates, Inc., Mr. Fister also has been responsible for the design of site grading, roadways, drainage
facilities, water distribution and storage systems, water system pressure analysis sewage collection systems, and
subdivision plats. The projects have been completed for private development, both commercial and residential
subdivisions, and City, County, State and Federal governments

PETER S. JORGENSEN, P.E.,
R.L.S
Engineering and Surveying Co-founding Principal (B.S. in Civil Engineering, Oregon State University) manages engineering design for governmental, subdivision and commercial
projects. Pete shares responsibilities of Town Engineer of Prescott Valley with Gordon Bowers. His expertise
includes water distribution, storage and pumping facilities; sewage collection, pumping and treatment systems; site
grading, paving and drainage plans; project scheduling; cost estimating and control; project coordination with
owners and contractors, public utilities and government agencies; boundary and mapping surveys and construction
staking; and observation. Other representative projects include the following: Prescott Valley Driveway Standards
and Culvert Sizing Guide; Central Yavapai County Governments Unified Construction Standards; on-call design and
construction services and alignment studies for the Arizona Department of Transportation (ADOT), 1988-1995; Yavapai
County on-call engineering services including the design of Pioneer Parkway, Willow Creek Road widening, Airport
Connector (SR89A Realignment), Glassford Hill Road construction-specification plans (which received ADOT’s Award of
Outstanding Achievement), and SR89A Widening; and many City of Prescott
projects.
